The Operational Sustainability Committee (OSC) met Aug. 18 to review how its recommendations contributed to more than $6 million in budget reductions and provide feedback about information voters may need before the Nov. 3 local operations funding election.
The SCUC ISD Board of Trustees called the election Aug. 17. If approved by voters, the proposed 12-cent increase to the maintenance and operations tax rate is projected to generate approximately $15 million. About 46 percent of that revenue would come from the state through matching funds.
Reviewing the committee’s work
Committee members looked back at the five meetings held between February and May. During those meetings, they studied enrollment pressures, increasing operating costs and state funding limitations. They also examined possible savings and considered how each option could affect students, employees and district programs.
The district ultimately reduced $6 million in costs for 2026-2027. Reductions included budget cuts in campus support, non-campus and administrative positions, student programs and operating expenses. More than half of the reductions came from operational adjustments.
For OSC community member Shaun Blumhoff, the district’s per-student funding ranking stood out as the committee reviewed the reductions already made.

Helping the community understand the election
Committee members also reviewed initial findings from a survey of 300 registered voters. The survey tested factual information about student programs, employee recruitment and retention, special education, safety, state and local funding, budget reductions and the estimated tax impact.
Members then worked in small groups to identify common questions and points of confusion, information voters may find helpful and ways to reach residents who are not connected to the district’s regular communication channels. Their feedback will help guide the district’s factual voter education materials.
What happens next
SCUC ISD plans to launch an election webpage and begin an eight-week voter education effort during the week of Sept. 14. OSC members will be invited to preview the information and identify areas that may require clarification.
The last day to register to vote is Oct. 5. Early voting is scheduled for Oct. 19-30, followed by Election Day on Nov. 3. The OSC is scheduled to meet again Nov. 10.
