The Community Advisory Committee (CAC) began the 2026–2027 school year with a new phase of work. After helping identify and prioritize projects for Bond 2026, members are now following those projects as they move into design, purchasing and construction.
During its Sept. 2 meeting, the committee received updates on enrollment, district finances and the first stages of work funded through the voter-approved bond. Members also provided input that will help guide plans for improvements at Lehnhoff Stadium.
Looking at Enrollment and District Progress
The meeting began with a review of enrollment and campus capacity across the district’s elementary, intermediate, junior high and high school campuses. These trends help district leaders plan for staffing, programs and future facility needs.
Members also reviewed the district’s latest state accountability results and heard highlights from the beginning of the school year, including student accomplishments, new employees and community partnerships.
Understanding the District’s Operating Budget

Chief Financial Officer Brian Moy updated members on the district’s day-to-day operating budget and the work completed last spring by the Operational Sustainability Committee (OSC).
The OSC includes parents, employees, community members, district leaders and trustees. The committee studied the district’s financial position and reviewed potential reductions to help address ongoing budget challenges. That work contributed to approximately $6 million in reductions included in the 2026–2027 budget.
CAC members also received information about the Nov. 3 Voter-Approval Tax Rate Election, or VATRE, called by the SCUC Board of Trustees in August. Unlike bond funds, which must be used for approved capital projects, the district’s Maintenance and Operations budget pays for daily expenses such as teacher and staff pay, student programs, supplies, and campus operations.
From Propositions to Progress
For CAC members, the Bond 2026 update represented the next chapter of work that began around the same tables last year.
During the 2025–2026 school year, the committee reviewed facility assessments, toured campuses and considered more than $500 million in identified needs. Members then recommended a $295 million bond package to the Board of Trustees. Voters approved all three propositions on May 2, providing funding for general facilities and campus improvements, stadium renovations and student and staff technology devices.

Chief Operations Officer JD Mosley introduced the district’s ongoing bond updates under the theme “From Propositions to Progress.”
Some of that progress is already becoming visible. The district has started replacing student and staff technology devices funded through Proposition C, including devices distributed at Clemens High School. Fine arts equipment purchases have also begun, placing new instruments in students’ hands. Transportation and heating, ventilation and air conditioning projects are moving forward as planning and purchasing continue for work that will be completed in phases.
Members also received an early look at one of the bond’s largest projects: renovations to Clemens High School and Lehnhoff Stadium. The project includes an expanded cafeteria and new physical education facilities at Clemens, along with significant improvements to the stadium.
Planned stadium work includes additional seating, new concessions and restrooms, safety and accessibility improvements and replacement of the lighting, sound, scoreboard, turf and track systems. Design work is underway, with construction currently anticipated to begin in 2027.
CAC members were asked to provide feedback about the student and community experience at Lehnhoff Stadium. Questions focused on safety, accessibility, movement through the site and other considerations that may help architects as they develop the design.
The discussion marked an important transition for the committee, from identifying and prioritizing district needs to following the projects as they become reality. Bond 2026 progress will remain part of CAC meetings as projects advance through design, purchasing and construction.
